How do you rate a thread?

I see that there's a thread rating category, but I didn't see any options under "start a new thread" or "reply" that had anything to do with rating it.

I thought maybe it was based on post count, or views, but that doesn't seem to be the case (or the babe thread woud be off the scale ).

Is it an admin or moderator rating, or did I miss the option to rate a thread, or is it based on somthing else that I just haven't thought of?
