The less education a man has, the earlier he will marry his daughter off. He can not marry her off until she has had her first menses. After that, if the family either lives somewhere with strict covering rules for women (i.e., Saudi Arabia) or the father forces those rules on the women of the household, the daughter begins to cover herself with the abaya/burqa (cloak) and the niqab (face covering) when out in public.

Once she begins to cover herself she is supposedly of marrying age. Educated Muslim men do not marry their daughters off as young girls, though.
