How do you rate a thread?

I see that there's a thread rating category, but I didn't see any options under "start a new thread" or "reply" that had anything to do with rating it.

I thought maybe it was based on post count, or views, but that doesn't seem to be the case (or the babe thread woud be off the scale ;)).

Is it an admin or moderator rating, or did I miss the option to rate a thread, or is it based on somthing else that I just haven't thought of?
